Launch “Disk Utility” and “Repair Permissions”.
That should fix it.
If it doesn’t, select the folder “Office” is in & pull the Finder’s “File” menu down to “Get Info”.
In the resulting window, if the “Ownership & Permissions” arrow is pointed right, click it to open that section. Same with “Details”. You can select ownership there. If they’re locked, click the lock, and use your password to unlock them.

You can find a free alternative to M$ Office from here IMO It has better support than M$.
It has nothing to do with 10.4.9, try the previous answers suggestions, they should work for you.
